Relative velocity

Term · Meteorology and atmospheric science · MLC-T-MET-008513

The velocity of an object or fluid parcel as observed from a moving frame of reference, such as the Earth's rotating surface. This differs from absolute velocity, which is measured with respect to a fixed, non-rotating frame. In meteorology, it is often used to describe the motion of air parcels relative to the ground.
