Transparent sky cover

The portion of the sky obscured by transparent or translucent atmospheric phenomena, such as thin clouds, haze, or smoke, through which the sun or moon remains visible. This condition allows some solar radiation to penetrate to the Earth's surface. It is distinct from opaque sky cover, where celestial bodies are completely hidden.
