Foreign content

The portion of a project's expenditures on goods, services, and labor that originates from outside the host country where the oil and gas operations are taking place. Governments often regulate foreign content through local content requirements, which mandate a minimum percentage of project spending must be directed to domestic companies and workers. These requirements are specified in production sharing contracts or national petroleum laws.
