Arbiter

A control mechanism or circuit that manages access to a shared resource among multiple competing requesters in a system. It resolves conflicts by granting access based on predefined priority rules or fairness algorithms. In digital systems, arbiters are often implemented in hardware to manage bus access or memory requests.
