Civilian

A person who is not a member of a country's armed forces or other official uniformed services, such as the police. In the context of international humanitarian law, the term distinguishes non-combatants from combatants during an armed conflict. The Geneva Conventions and their Additional Protocols establish specific protections for civilians and civilian property, prohibiting direct attacks against them and requiring that they be treated humanely.
