A claim that appears to be valid on its face, possessing enough legal merit to warrant consideration by a court. While it may ultimately fail, it is not so lacking in substance as to be deemed frivolous or entirely without legal basis. Such a claim presents a plausible argument that could potentially succeed if the facts are proven.
