The principle by which courts of one jurisdiction give deference and respect to the laws, judicial decisions, and institutions of another jurisdiction, not as a matter of right, but out of courtesy and mutual convenience. It promotes harmony and cooperation between different legal systems. This principle is often applied in international law and between state and federal courts.
