Legal risk placement

A placement of a child in a prospective adoptive home before the birth parents' rights have been legally terminated, or while termination is contested, so the child may return to the birth family if the court does not free the child for adoption. The adoptive family acknowledges this risk in writing. The arrangement is also called foster to adopt and is common for children in state foster care.
