Partial-Birth Abortion Ban Act of 2003

A United States federal law that prohibits a specific abortion procedure referred to in the statute as a "partial-birth abortion." The Act defines the procedure as one in which a physician deliberately and intentionally delivers a living fetus past the navel or head for the purpose of performing an overt act that kills the partially delivered fetus. The Supreme Court upheld the constitutionality of the law in the 2007 case of Gonzales v. Carhart.
