Precipitation ceiling

The height of the lowest layer of clouds or obscuring phenomena from which precipitation is falling. This measurement is distinct from the cloud ceiling, which is the height of the lowest broken or overcast cloud layer regardless of precipitation. A precipitation ceiling is determined by a ceilometer or pilot report and is a factor in aviation for establishing flight rules and airport operating minimums.
