  "definition": "An examination procedure accepted as giving results fit for judging the trueness of other procedures that examine the same kind of nominal property, for calibration, and for characterizing nominal reference materials. A nominal property is qualitative and has no magnitude, as with a blood group or a bacterial species. It is the qualitative counterpart of a reference measurement procedure, which serves the same purpose for quantities with numerical values.",
