Celerity

The speed at which an electromagnetic wave or signal propagates through a medium, such as along a transmission line or through a waveguide. Celerity is determined by the electrical properties of the medium, specifically its relative permittivity and permeability, not by the drift velocity of the charge carriers. In a vacuum, the celerity of an electromagnetic wave is equal to the speed of light, approximately 299,792 kilometers per second, but it is lower in physical media like coaxial cables.
