Administrator cum testamento annexo

A person appointed by a probate court to manage the estate of a deceased individual who left a valid will but failed to name an executor, or the named executor is unable or unwilling to serve. This administrator, with the will annexed, has the same duties as an executor, which involve gathering assets, paying debts, and distributing property according to the terms of the will. The appointment follows a statutory order of priority, beginning with beneficiaries under the will.
