Cum testamento annexo

A Latin phrase meaning "with the will annexed," referring to a grant of administration of an estate when a will exists but no executor is named or the named executor is unable or unwilling to serve. The court appoints an administrator to carry out the terms of the will. This administrator has duties similar to an executor but is appointed by the court rather than the testator.
