A number or reference point that an advocate puts before a jury or negotiator early, such as a damages figure suggested in opening statement, to frame how later figures are judged. The tactic relies on the cognitive anchoring effect, in which an initial number pulls later estimates toward it. Plaintiff's counsel anchor high on noneconomic damages, while defense counsel weigh whether to offer a lower counter-anchor.
