Cracking

A redistricting tactic that splits a cohesive group of voters, usually a racial or political minority, across several districts so that it is a minority in each and cannot elect its preferred candidates. It is the counterpart of packing, which concentrates such voters into a few districts. Both are forms of gerrymandering, and cracking that dilutes minority votes can violate section 2 of the Voting Rights Act.
