Packing

A redistricting tactic that draws district lines to concentrate a group's voters, usually a racial minority or the opposing party, into a small number of districts. The group wins those districts by lopsided margins, which wastes its votes and weakens its influence in the surrounding districts. It is the counterpart of cracking, which spreads the same voters thinly across many districts.
