Government speech

Expression made by the government itself, rather than by private citizens. The First Amendment's Free Speech Clause generally restricts government regulation of private speech, but it does not apply to the government's own speech. The government can choose what messages it wishes to convey, as long as it does not discriminate against private speech on the basis of viewpoint.
