Privileges and Immunities Clause

A provision in Article IV, Section 2 of the United States Constitution that prevents states from discriminating against citizens of other states. It requires states to grant out-of-state citizens the same fundamental rights and protections as their own residents. This clause does not apply to political rights, such as the right to vote in a state where one is not a resident.
