Unsolicited bulk electronic messages, most often commercial email sent to many recipients who did not ask for it. In the United States the CAN-SPAM Act of 2003 requires accurate header information, a clear opt-out mechanism and a valid postal address in commercial messages, and it lets the FTC seek civil penalties for each separate violating email. The penalty cap is adjusted for inflation each year and reached $53,088 per email in 2025.
