Strict scrutiny

The highest level of judicial review applied by courts to government actions that infringe upon fundamental constitutional rights or involve suspect classifications, such as race or national origin. To pass strict scrutiny, the government must demonstrate that the action serves a compelling state interest and is narrowly tailored to achieve that interest, using the least restrictive means available. Few government actions survive this rigorous test.
