Gustiness factor

A dimensionless measure of gust intensity: the difference between the wind speed in gusts and the speed in the intervening lulls, divided by the mean wind speed over both. A steady wind gives a value near zero, and a gusty wind gives a larger value. It differs from the gust factor, the ratio of peak gust speed to mean speed, and from turbulence intensity, which uses the standard deviation of wind speed.
