Subgelisol

The layer of unfrozen ground, known as talik, that lies beneath a body of permafrost. This zone exists because geothermal heat from the Earth's interior prevents the ground from freezing at that depth. The thickness and temperature of the subgelisol depend on the local geothermal gradient and the thickness of the overlying permafrost layer.
