Nuisance threshold

The concentration of an air pollutant at which it begins to cause annoyance, discomfort, or adverse effects on human well-being, but not necessarily direct harm to health. This level is subjective and can vary among individuals and communities. It is distinct from health-based air quality standards, which are set to prevent physiological damage.
