Measurement procedure bias

The part of measurement bias that arises from systematic effects of a given measurement procedure, estimated as the difference between the mean of many results from that procedure and a reference quantity value. It is a component of measurement error rather than of uncertainty, and when a correction is applied only the uncertainty of that correction enters the uncertainty budget.
