A material used in nuclear reactors to slow down fast neutrons produced by fission reactions. These materials, such as heavy water, graphite, or beryllium, achieve this by elastic scattering, reducing the neutrons' kinetic energy to thermal levels. Thermal neutrons are more effective at sustaining a nuclear chain reaction.
